Minutes of a meeting of Hazelwood Parish Council held in the Memorial Hall, Hazelwood on 16th May 2013 commencing at 7.30p.m.

4/13/14 Public Speaking

Paula Bennett had carried out a crime search prior to the meeting and nothing had shown from Hazelwood or its surrounding area. There had been a burglary on Hazelwood Road which had seen the loss of power tools. A house to house enquiry had been carried out, with no success.

In a previous meeting there had been the discussion that the bus shelter on Goodwin's Lane was being used for a toilet. This is continually monitored, but there appears to be no problem at present. Paula keeps in touch with the neighbourhood watch co-ordinator, Mike Bowler, with any other news or problems, Derbyshire Alert has email and they work along side neighbourhood watch. The new schedule for the mobile police unit will be from July through to December and will be placed on the notice board upon receipt. Concerns were also voiced over certain vehicles that had been seen in the lay by on Firestone.

5/13/14 Minutes of the last Meeting

Minutes of the council meeting held on the 21st March 2013, copies of which had been passed to the councillors prior to this meeting, were taken as read, approved and signed by the Chairman for accuracy only.

From the last meeting, Councillor Harris had started work on the letter to welcome new parishioners. It was suggested that a list of contacts for activities and church activities be included but this would need permission from the individuals.

6/13/14 Items for Exclusion

Nothing was deemed necessary for exclusion.

7/13/14 Chairman's Announcements

The Chairman suggested there may be some interest at the County Council liaison meeting to be held on 6th June 2013, one of the Councillors may attend as the Chairman would be unavailable.

Work on the fence is due to commence early in June.

It was also suggested that a further notice board be erected in the future for notices on activities as there is a lack of space currently on the community board at present.

8/13/14 Derbyshire Association of Local Councils

All circulars having been previously circulated were received.

9/13/14 Financial Matters


(d) The accounts were agreed by the new internal auditor prior to the meeting and figures were confirmed at 31st March 2013 by the Chairman and Council.

10/13/14 Memorial Hall and Lettings

The Memorial hall is now in a positive balance for the first time.

It is necessary to look for a permanent cleaner as it is presently cleaned voluntarily as a temporary measure. A guideline of £30 or £7.50 per hour is suggested. A possible name is to be followed up.

The front doors are in poor state of repair and will need work at some point in the future. The drawings for further alterations within the hall have not yet been completed. The work is to incorporate a new store and entrance. Further maintenance is required to the roof and lighting. It may be possible to apply for further grants for the work to take place.

11/13/14 Planning and Licensing Matters

Councillors noted the Planning and Licensing Matters as detailed on the agenda, information which had been previously circulated by the Clerk.

Concerns were discussed regarding work that is taking place on Over Lane in the Roughs area. Tracks have been laid out along with improvements to ponds as a possible nature reserve. The possibility of log cabins being constructed would require planning permission and further enquiries would be made.

12/13/14 Neighbourhood Planning

The Chairman has had a meeting with Amie Taylor (AVBC) and a colleague co-ordinating neighbourhood plans for a discussion of general ideas about Neighbourhood plans. The first question was why we need a neighbourhood plan! In principle we want to get the parish and community involved and to have some control over what happens in the Parish regarding planning and the environment and what affects the environment. As Hazelwood is a very small Parish there is a tendency for it to be overlooked by the planners. We need to have some guidelines on how developments go ahead over the next 5-10 years in a parish plan.

The draft for the new AVBCLocal Plan is due in June and will possibly incorporate rural areas who will want a say. Idridgehay and Ashleyhay have already started their Neighbourhood planning process.

Consultation with the Parish will be needed and this will be done via open meetings, the parish magazine and leafletting. Issues will be identified that involve the environment, socially and economically.

There will be a need to determine a vision and objective that would have an impact on the community.

A meeting will need to take place prior to the next council meeting to inform the village and to co-opt some assistance. This will take place in the week commencing 15th July 2013
