Minutes of a meeting of Hazelwood Parish Council
held in the Memorial Hall, Hazelwood on 27th November 2014 commencing at 3.00p.m.

49/14/15 Apologies given: Apologies were sent by Councillor Brown
50/14/15 Variation of Order of Business
No variation to Order of Business was deemed necessary.
51/14/15 Declaration of Members Interests
Councillor Judy Harris declared a Disclosable Pecuniary Interest for the planning application AVA/2014/0965 and would leave the meeting when necessary. Councillor David Taylor would also leave the meeting at the relevant point as he is on the planning board.
52/14/15 Public Speaking
Councillor David Taylor attended the meeting, he confirmed he had been elected as Derbyshire County Councillor for the Alport area. The Chairman congratulated Councillor Taylor along with the other Councillors on his new post.
Cllr Taylor informed the meeting the Amber Valley Borough Council were proposing to elect the whole council at once under public consultation, to reduce costs by not having elections every three years to coincide with Borough elections.
The electoral register is due to be updated recently. If there are any errors on the postal voters the will have to provide identification at the council offices.
The Chairman asked Cllr Taylor that when the Parish Council had made formal representation regarding the decision on a local planning application that our report be publicised on the planning website. Cllr Taylor advised that this information should always be available but sometimes was missed. The Chairman reiterated how important it was.
Any decision regarding the Councils opinion on AVA/2014/0965 would be emailed in copy to the planning department. Cllr Taylor has already called this application to a full committee.
53/14/15 Minutes of the last Meeting
Minutes of the council meeting held on the 25th September 2014 and the Interim meeting held on 30th October 2014, copies of which had been passed to the councillors prior to this meeting, were taken as read, approved and signed by the Chairman for accuracy only.
54/14/15 Items for Exclusion
Nothing was deemed necessary for exclusion.
55/14/15 Chairman’s Announcements
The Chairman asked for an update on the notice board. The Clerk advised that a quote had been obtained but had not been thoroughly looked at and the further possibility for a double sided board could be an option but a quote had not yet requested. This would require planning permission.
56/14/15 Derbyshire Association of Local Councils
All circulars having been previously circulated were received.
57/14/15 Financial Matters

(d) It was resolved that the mandate on all accounts will only need 2 signatures for payments upto £1000 and 3 for payments over £1001.
58/14/15 Memorial Hall and Lettings
There has been a reduction in the keep fit usage and therefore a reduction in income. There maybe a need to set up a memorial hall sub-
A formal advertisement will be placed in the Parish magazine for someone in the village to take over as letting officer by the end of the financial year, and in the New Year plan to organise the new committee.
59/14/15 Planning and Licensing Matters
AVA/2014/0844 – Single storey extension to form sun room/additional accommodation for Mr Halhead, Chevin Quarry Lodge, Firestone, Hazelwood – Permission granted
AVA/2014/0887 – Extension for J Read, Field House, Hob Hill, Hazelwood – Permission granted.
AVA/2014/0886 – Rear extension to kitchen for Mr G Hulland, Bishopston House, Hazelwood Hill, Hazelwood Permission granted
AVA/2014/1005 – Non material amendment to AVA/2014/0484 for Mr S Fletcher, Rose Cottage, Firestone, Hazelwood -
At this point Councillor Harris left the room as not to compromise her position on the Council
Councillor Taylor also left the room as he holds a position on the planning department.
AVA/2014/0965 – Mixed tenure residential development. This is a Departure to the Local Plan for Mr & Mrs R Heath, Hazelwood Hall Farm, Spring Hollow, Hazelwood
This is not an appropriate development for this location in Hazelwood. There is no Housing Need for these types of property (except for the applicant). There would be a significant adverse impact on the appearance of this approach to Hazelwood and is unlikely to meet the agreement of the people of Hazelwood. It should therefore be refused. A response would be sent to the LPA.

60/14/15 Neighbourhood Planning
An open neighbourhood planning meeting was to be held on the evening of 27th November to discuss the results of the survey and discuss proposed objectives for the neighbourhood plan. The steering committee are in the process of drawing up objectives and supporting policies.In conjunction with a consultant and independent housing needs survey by the Midlands Rural Housing Association which will be going out shortly.
